General
General - all four licensing objectives.. 1. This premises licence shall have no effect whilst premises licence BH126729 is in force 2. At all times that the premises are open to the public at least 75% of the floor area shall be set aside for the facilities of seating.
The Prevention of Crime and Disorder
Prevention of Crime & Disorder.. 3. A full CCTV system shall be installed at the premises to the satisfaction of Dorset Police. a) CCTV equipment shall be maintained in good working order and continually record when licensable activities take place at the premises. b) Images from the CCTV are retained for a period of 31 days. c) The Premises Licence Holder shall ensure that there are trained members of staff available during licensable hours to be able to reproduce and download CCTV images into a removable format at the request of an Authorised Officer of the Licensing Authority or a Police Officer. d) The location of the cameras shall be agreed in conjunction with the Police, this shall include the outside area. 4. SIA registered door supervisors shall be employed at the premises from 21:00 hours until the end of permitted hours at a ratio of 1:100 a) All SIA registered door supervisors shall wear clothing to facilitate identification both inside and outside the premises. b) The Premises Licence Holder/DPS shall ensure that the following details for each door supervisor are contemporaneously entered into a register kept for that purpose; ? Full Name ? SIA Certificate Number or Badge Number ? Time, they begin their duty ? Time, they complete their duty. c) The register shall contain the particulars of all door stewards engaged at the premises for a period of not less than 31 days be kept at the premises at all times and be maintained for inspection upon request by an Authorised Officer of the Licensing Authority or a Constable. d) The register shall also include the date of birth, address and contact telephone number of each SIA registered door supervisor employed. 5. There shall be no entry or re-entry to the premises (save for smokers) after 02:00 hours. 6. The Premises Licence Holder shall require the DPS or in his/her absence another responsible person, to keep an Incident Report Register in which full details of incidents are recorded. a) The Incident Report Register shall be made available for inspection upon request. b) The premises shall be incorporated into Bournemouth Town Watch or similar scheme operating within the area. a) The radio equipment shall be kept in working order at all times. b) The radio equipment shall be made available to and be monitored by the DPS or responsible member of staff at all times that the premises are open to the public. 7. All incidences of crime or disorder are reported via radio equipment by the DPS or responsible member of staff to an agreed Police contact point. 8. The Premises shall ensure that any open containers of alcohol are removed from persons before they leave the premises save for consumption in any delineated external drinking area. 9. All glassware used at the premises shall be of a type of safety material that breaks into blunt fragments save for wine, champagne and beer bottles or such other glass receptacles as specifically agree with Police. 10. The first floor of the premises shall be used for ancillary facilities only and no licensable activities shall take place on the first floor. 11. The delivery service at the premises will only supply alcohol to a residential address. a) All alcohol delivery will accompany a substantial food order. b) All deliveries will only be supplied to the person who made the order and whose name appears on the credit/debit card. c) If the delivery driver considers the recipient of alcohol to be under the age of 25, then the driver will request the recipient produce recognised and approved photographic ID. The Delivery will be refused unless the driver is satisfied that the recipient is aged over 18. d) Delivery of alcohol will be refused of the driver believes alcohol has been bought on behalf of a person under the age of 18. e) The minimum age for all delivery drivers is 18.
The prevention of public nuisance
Prevention of Public Nuisance. 12. Amplified music shall not be played at a level that shall cause unreasonable disturbance to the occupants of any properties in the vicinity. 13. Except for access and egress all doors and windows shall be kept closed during periods of regulated entertainment at the premises. 14. No speakers shall be placed outside of the premises. 15. The outside area shall be supervised when in use. 16. No food or drinks shall be taken into the outside area after 22.00 hours. Any persons wishing to smoke after this time shall do so only in the designated smoking area which shall be appropriately supervised. 17. Substantial food shall be available and advertised until 21.00 hours after which time snacks shall be available. 18. A tamper proof noise limiter device shall be used in relation to all sound amplification equipment at the premises and the level set by a qualified acoustic technician. Details of the levels set to be forwarded to the Environmental Health team at BCP Council. 19. The Manager, Licence Holder or other competent person shall carry out observations in the vicinity of the premises at regular intervals whilst regulated entertainment is taking place at the premises a record of such shall be kept in a book and made available to an Authorised Officer of the Licensing Authority or a Constable upon request. 20. Signs shall be placed at the exit to the premises advising customers to leave quietly at the end of the evening.
The protection of children from harm
Protection of Children from Harm. 21. A Challenge 21 Policy shall be implemented and all members of staff trained in its use. 22. All persons under the age of 18 years old must be accompanied by an adult at all times. 23. No persons under the age of 18 years shall be permitted on the premises after 22:00 hours. 24. Staff shall be trained in the law relating to the sale of alcohol to children and that training shall be repeated at six monthly intervals. 25. When children are allowed on the premises, any regulated entertainment offered at that time shall be suitable for children.
